Find Rock County Court Administrator

The Rock County Court Administrator is the local court administration contact for state trial court records in Rock County, Minnesota. A Rock County Court Administrator records search or copy request should focus on court-case files, calendars, certified copies, filing questions, probate files, divorce decrees, traffic matters, and public access limits. Minnesota does not use a separately elected county clerk for these court records. Vital records and real estate documents follow a different county office, so the correct custodian depends on whether the record is a court file or a county land or vital record.

Rock County Court Administrator

Minnesota trial-court records in Rock County are administered through Rock County District Court, not through a separate elected clerk of court. The Minnesota Judicial Branch names Natalie Reisch as Court Administrator. Court administration is the practical local clerk contact for case filings, copies, calendars, probate files, divorce decrees, traffic files, criminal case records, civil records, and older or non-online case material.

The District Court has original jurisdiction over civil, family, probate, juvenile, criminal, and traffic cases filed in Rock County. Court administration can answer court-case access questions, but it does not replace legal advice and it does not hold every type of county record. The office should be contacted when MCRO does not show the case, a certified copy is needed, a public document is not remotely available, or a case may be sealed, confidential, expunged, or too old for online access.

Rock County District Court

Rock County Court Records Duties

The Rock County Court Administrator supports the District Court record system. That includes accepting and processing court filings, maintaining case records, routing copy requests, collecting court fees, supporting public calendars, and helping users understand whether a court file is public, restricted, or unavailable remotely. The office is the local point of contact for certified copies of divorce decrees, probate orders, civil judgments, criminal case instruments, traffic case records, and other District Court documents when they are available for release.

  • Court-case filings for civil, family, probate, juvenile, criminal, and traffic matters.
  • Certified and uncertified court copies where the record is public or the requester is authorized.
  • Court calendars, hearing information, case numbers, and copy-request routing.
  • Probate files, divorce decree copies, traffic records, and District Court case records.
  • Fee collection for court filings, court reports, certified copies, and will deposits.

Minnesota Rule of Public Access 4 is one source for records that are not public. Juvenile, adoption, medical, domestic abuse, harassment, financial, and sealed materials may have limits even when the case type appears in court systems.

This access rule is why a copy request may return only public documents, redacted documents, or no document without a court order.

Records Not Held By Court

Some records in the courthouse building do not belong to court administration. The Minnesota Judicial Branch copy-request guidance says court administration does not provide birth certificates, death certificates, marriage certificates, immigration records, real estate records, or Recognition of Parentage forms. In Rock County, those distinctions are important because multiple public offices operate from or near the courthouse, but their records are not interchangeable.

The Rock County Land Records Office handles vital statistics, marriage applications, marriage certificates, recording and retention of real-estate transaction documents, assessment work, UCC satellite services, and GIS. Director Tom Houselog is listed for that office. The Land Records Office is at 204 E. Brown Street - PO Box 509, Luverne, MN 56156, phone (507) 283-5022, fax (507) 283-1343, email tom.houselog@co.rock.mn.us, with hours Monday through Friday, 8:00 a.m. to 5:00 p.m.

Request Certified Court Copies

Certified court copies are used when the requester must prove that a document is a true court record. Common examples include divorce decrees, probate orders, judgment documents, expungement orders, criminal case instruments, or traffic-case court records. An online MCRO view may help identify the case, but it is not the same as a certified court copy.

  1. Search MCRO first, if possible, to identify the case number, party names, case type, and county.
  2. Decide which document is needed, such as a decree, order, judgment, register of actions, or certified copy of a filed instrument.
  3. Contact Rock County District Court Administration by phone or in person to confirm public access, copy type, fee, and delivery method.
  4. Submit the request with enough detail to locate the file and include payment; checks for court fees are payable to District Court Administrator.
  5. If the record is confidential, sealed, expunged, or not remotely accessible, ask what proof of authority or court order is required.

Note: A certified divorce decree is requested from court administration, while a certified marriage certificate is requested from Land Records.

Rock County Request Fields

The court copy request process depends on identifying the correct file. MCRO can supply many of the fields needed for a clear request, including case number, case type, party names, filing date, hearing history, and document names. For older files or cases missing from MCRO, the requester should provide approximate dates and any known party information.

Rock County Court Fees

The Rock County District Court fee schedule lists copy, report, and filing fees. These are court fees, not vital-record fees. For vital records, the Land Records Office uses cash or check in person and money order or certified payment by mail, with no credit or debit card processing for vital records.

Before paying for a copy, match the request to the document type. A free public imaged printout may be enough for review, while a certified or exemplified copy may be required for a legal filing, agency request, or out-of-state use. Court administration can also confirm whether a case management report is the right product when the requester needs a record summary rather than a single filed document.

Public safety records may go through the Rock County Sheriff's Office, and current custody can involve the Nobles County jail contract. Court administration remains the copy and case-record contact for District Court documents.

Federal Records Are Separate

Rock County District Court records are state court records. Federal civil, federal criminal, bankruptcy, and appellate records use federal systems instead. PACER is the official federal docket and document access system, and federal users may also encounter CM/ECF for filing and docket access. A federal case involving a Rock County resident is not copied by the Rock County Court Administrator unless a state court file also exists.

PACER is the federal docket access system, separate from Rock County court administration and MCRO.

This distinction prevents federal bankruptcy, federal criminal, or federal civil requests from being sent to the local District Court copy counter.
